The Tax - Treasury - Ministry of Finance – Customs Integration System

The System connecting the Tax, Treasury, Finance, and Customs sectors was developed to connect and exchange information among those sectors and support the Treasury with budget collection.

The System connecting Tax - Treasury - Finance - Customs includes operation applications for the following agencies:

  • Treasury:

Tax collection application (TCS): functions for collecting taxes at tax agencies; collects receipts including fines collected through the State Treasury such as traffic violations, administrative violations, etc; manages Treasury funds; exchanges functions with other systems, including exchanging documents with the Treasury accounting system; exchanges documents with collecting agencies (taxation, customs, finance); exchanges collection documents with the Treasury and budget management information system (TABMIS); exchanges documents with banks authorized by the State Treasury to collect the budget; exchanges shared data including the directories for chapters,  economic industries,  economic content, administrative locations, collection agencies, tax payers and customs agencies, as well as amounts payable to tax offices.

  • Tax agency: Integrates with tax agency operational applications such as tax management applications at administrative level (QLT); tax management applications at branches that deploy the model used at the administrative level (QCT); and VAT management applications at branch level. Functions for exchanging information between tax offices include:

o    Sends taxpayer profile to Treasury and finance agencies.
o    Sends tax payable (tax amount) to Treasury agencies.
o    Receives taxes paid to Treasury agencies.

  • Customs: supplements other functions with the KT559 application:

o    Sending tax payable (tax liability) to Treasury agencies.
o    Receives taxes paid to Treasury agencies.

  • Finance:

o    Sending shared directories to the Treasury agency including: chapter,  economic industries,  economic content, administrative location, and collection agencies directories.
o    Receives taxes paid to Treasury agencies.

  • Other applications for connection among Tax - Treasury - Finance - Customs:

o    Communications: receives/sends information among agencies
o    Communication management: manages information transmissions among agencies

  • Immediately informs the Treasury of the amount collected by or owed to the State budget: when the system is in operation, all data collected the previous day is sent to tax, customs and finance agencies through the State Treasury the following working day instead of waiting 5 to 7 days as before. This facilities the efficient and timely collection and management of the State budget.
  • Consolidates shared directories among agencies.
  • Reduces the input of duplicate information in four sectors of the Ministry of Finance.
  • Manages the regular and advance/temporary collection of the State budget through the State treasury, and reduces information inconsistency. The system facilitates the advance/temporary collection of taxes and consistent use of data in tax, treasury, finance, and customs agencies through the Treasury, and promotes the synchronization of information to avoid the present discrepencies between different sectors.  
  • Promotes better service for taxpayers: the application reduces data input for tax collectors and also reduces data errors through the support of budget collection data from tax and customs agencies.
